Alexander Popov presented the experience of the “Lugovoy” Local Production Enterprise at a meeting of the “Business Russia” Subcommittee
On September 18, 2026, Alexander Popov, CEO of SEG—under whose leadership the “Lugovoy” industrial and logistics park is being developed—spoke at a meeting of the “Business Russia” Subcommittee on Industrial Construction.
The meeting focused on the implementation of investment and industrial projects in preferential territories. Participants discussed issues related to infrastructure financing, design, construction, cooperation with management companies, and attracting residents.
The meeting was attended by Mikhail Labudin, Director of the Association of Clusters, Technology Parks, and Special Economic Zones of Russia, as well as representatives of the Russian Association of Industrial and Technological Parks (AKIT). Sergey Gebel, head of the Subcommittee, served as moderator. Mikhail Labudin presented approaches to developing regional industrial policy and tools for supporting infrastructure sites, noting the importance of precisely defining project parameters at the outset.
In his remarks, Alexander Popov shared practical experience in establishing the private industrial park “Lugovoy” (total area of 42 hectares) and identified the key challenges faced by investors: the lack of a unified approval process, insufficient comprehensive engineering information in the early stages, and the need to establish relationships with potential tenants in advance.
Among the proposed solutions are a unified digital compliance verification process, preliminary engineering assessments through a regional “single window,” and early-stage project support.
For SEG, participating in such discussions is an opportunity to work directly on pressing business challenges and apply its accumulated expertise to real-world investment and infrastructure projects.
The key principle highlighted in the presentation was: “Don’t lower your standards; instead, reduce uncertainty, the cost of errors, and the time it takes to reach your goal.”
